Sift plain flour into batter followed by ground almond and orange zest. Then use spatula to fold mixture well.
Scoop batter into a piping bag with a star nozzle #172 attached. Then pipe on to baking tray with lined parchment paper. Add a piece of chocolate in the center.
Bake in preheated oven at 170 deg C for about 30 - 35 minutes or till golden brown.
Leave cookies to cool before storing in an airtight container.
